Kuldeep Mathur (b. 1938) was till recently Professor at the
Centre for Political Studies and Academic Director at the Centre for-the Study of Law and Governance, [awaharlal Nehru University, New Delhi. A recipient of the Swami Parmananda Award of the University Grants Commission for
contribution in the field of Political Science in'1971 and the
VKRV Rao Prize of the Indian Council of Social Science Research in Social Science for Outstanding Contribution in
the field of research in Public Administration in 1985, Mathur
has also been a member of the United Nations Committee On
Public Administration. Mathur has published widely on subjects such as public policy processes, bureaucracy, decentralisation and state-society relations. His important publications include Drought Policy and Politics: The Need for a Long-Term Perspective (1993, co-author), De1,1elopment Policy
and Administration
(1996, editor and contributor), and Policy, Technocracy and Development: Human Capital Policies in the Netherlands and India (2002, co-author).
