This slim volume provides an introduction to the concept of governance and the kind of transformation of the state that is taking place in India. It explores the way cooperativ.:e networks of state, market and society are taking over roles that were earlier confined to the state alone. This transformation leads to many challenges. Existing institutions \
of governance have to be so strengthened that they are able to face new demands. New institutions have to be forged that can fulfil the functions of coordination, control and egulation.
The text presents a brief survey of this movement from government to governance and attempts to unravel a complex
web of institutions that have emerged since governance became an important element of the policy discourse.
Kuldeep Mathur (b. 1938) was till recently Professor at the
Centre for Political Studies and Academic Director at the Centre for-the Study of Law and Governance, [awaharlal Nehru University, New Delhi. A recipient of the Swami Parmananda Award of the University Grants Commission for
contribution in the field of Political Science in'1971 and the
VKRV Rao Prize of the Indian Council of Social Science Research in Social Science for Outstanding Contribution in
the field of research in Public Administration in 1985, Mathur
has also been a member of the United Nations Committee On
Public Administration. Mathur has published widely on subjects such as public policy processes, bureaucracy, decentralisation and state-society relations. His important publications include Drought Policy and Politics: The Need for a Long-Term Perspective (1993, co-author), De1,1elopment Policy
and Administration (1996, editor and contributor), and Policy, Technocracy and Development: Human Capital Policies in the Netherlands and India (2002, co-author).
